Invitation to Tender (ITT) for the Supply, Installation, and Maintenance of Photovoltaic (PV) Panels on Commercial Roof Space

1. Introduction

North East BIC invites tenders from qualified and experienced suppliers for the design, supply, installation, and maintenance of photovoltaic (PV) solar panels on the roof space of our business premises located at the North East Business and Innovation Centre, Sunderland, SR5 2TA.

This project is part of our commitment to sustainable energy use and reducing our carbon footprint. The successful tenderer will be expected to provide an efficient, cost-effective, and environmentally friendly solar solution that meets the energy requirements of our facilities.

2. Scope of Work

The scope of the tender includes but is not limited to:

  • Design: Conduct a thorough site assessment, design a suitable solar PV system tailored to our energy needs and roof capacity.
  • Supply and Installation: Supply and install the PV panels, inverters, and other associated infrastructure in compliance with local regulations, safety standards, and grid connectivity requirements.
  • Maintenance: Provide a comprehensive maintenance plan, including scheduled checks, cleaning, monitoring, and any necessary repairs.
  • Performance Monitoring: Installation of a system to monitor the performance of the panels and provide data on energy generation.
  • Warranty: Provide details of the warranties for both the installation and the equipment.

3. Tender Requirements

Interested companies should submit a tender document that includes the following:

  • Company Profile: Brief overview of your company, including relevant experience in installing PV systems.
  • Technical Proposal:
    • Design of the proposed PV system.
    • Estimated energy output and efficiency.
    • Timeline for installation and commissioning.
  • Financial Proposal:
    • Itemized cost of equipment, installation, and other services.
    • Any applicable taxes, fees, or potential rebates.
    • Maintenance costs for the duration of the contract.
  • Health, Safety, and Environmental (HSE) Considerations: Demonstration of how the tenderer complies with industry HSE standards.
  • References: At least three references from previous similar projects.
  • Certificates and Qualifications: Proof of industry certification, qualifications, and any relevant licenses.
  • Warranties and Service Agreements: Clear explanation of warranties on the equipment and details of any after-sales service contracts.

5. Evaluation Criteria

Tenders will be evaluated based on the following criteria:

  • Compliance with health and safety regulations.

6. Clarifications

  • NEMPL reserves the right to accept or reject any tender in whole or in part.
